This manual will never be complete. Revisions and additions will keep it current and consistent with need. Upon adoption, these additions and revisions will be sent to you as new or amended pages.
To keep your book up to date, take a few minutes to insert the new pages the day you receive them. Be sure to destroy any old page of identical item number when you add its replacement.

2. The President or an appointed Representative of each affiliated Division.
|

2. The Executive Board is charged with conducting the affairs of the Corporation.
|
|
|
|
2. The Executive Board shall meet in conjunction with the Annual Summer Conference.
3. Special meetings may be called by the President or upon petition signed by a majority of the Board members.
4. The Executive Committee shall set the time and place of the Annual Executive Board meeting.
5. Executive Board meetings are to be conducted according to Robert’s Rules of Order, Revised.
6. A Board quorum shall consist of a simple majority of the members of the Executive Board.

|
1. The Executive Committee shall conduct the business of the Corporation when the Executive Board is unable or unwilling to meet or in the case of emergency matters.
2. The Executive Committee shall act as the Budget Committee. The Executive Committee shall develop and submit a budget for approval to the Executive Board and administer the approved budget.
3. The Executive Committee shall appoint an ad hoc committee to arrange an audit of the Association’s books, to be completed as soon after the end of the fiscal period as practical. Said committee shall report its findings to the membership at the CTEI Summer Conference or in a mail report immediately following Summer Conference.

2. The President or a majority of the Executive Committee members may call special meetings.
3. The president shall set the date, time, and place of the meetings of the Executive Committee with expenses paid for travel and subsistence at a rate established by the Executive Board.
|

|
|
|
|
|
2. Candidates for all offices, except the employed position, must be active members of CTEI and their Divisions at least three years.
3. The CTEI President and President-elect shall not be eligible to succeed the same office for more than one term.
|
|
|
|
2. The president elect shall be the nominee for the office of President the following year.
3. The President, with approval of the Executive Committee, shall select the Recording Secretary, Financial Chair and Standing Committee chairs.
4. Division members shall elect officers of each Division of this Association.
|
|
|
|
2. The Executive Board shall meet and interview all candidates prior to the CTEI annual meeting and present at least one candidate, but not more than four, for the office of President -elect during the annual meeting.
3. Prospective candidates must submit a standardized resume to the CTEI President two weeks prior to the Nominating Committee meeting.
4. Voting shall take place at Summer Conference during the annual meeting. In the event that a Summer Conference is not held, a ballot of the approved nominees shall be returned to the Recording Secretary postmarked no later than October 1. The Executive Committee shall appoint a committee of three tellers to open and count the ballots. This committee shall certify to the Executive Committee, by October 15, the name of the person duly elected. In case of a tie vote of two or more nominees, the CTEI Executive Committee shall cast a deciding vote.

2. The affiliated Division shall appoint a replacement to complete the unexpired term in the event that any Division president or representative is unable to complete a term of office.
|
|
|
|
|
|
2. Serve as general chairperson of the CTEI Summer Conference.
3. Act as ex-officio member of all committees.
4. Keep in close touch with the national headquarters office and make arrangements for carrying out the actions program determined by ACTE.
5. Take the lead in encouraging career-technical education personnel to join their professional organization.
6. Instruct committee members about their assignments, assist them in carrying out their tasks, and check with committees during the year to determine that certain progress is being made.
7. Exercise general supervision over the budget.
8. Take leadership in planning the year’s program of work and carrying it out.
9. Serve as CTEI voting delegate to the ACTE House of Delegates.
10. Provide articles for each issue of the State Division of Education Newsletter.
11. Work closely with the President-elect to acquaint him/her with the procedures of the office of CTEI president.
12. Appointments:
a. Appoint Standing Committee Chairperson(s) as necessary
to fill vacancies.
b. Appoint committee chairperson as needed to carry out
the objectives of the Corporation.
c. Appoint a Parliamentarian to serve at Executive Board
meetings.
13. Represent or designate other Executive Committee members to represent CTEI at other professional meetings in which the interests of the Corporation are concerned.
14. Serve on the Finance Committee.

16. Communicate and/or report with State Department of Professional-Technical Education, at least annually.

2. In the temporary absence of the President, the President-elect shall preside and fulfill the duties of the President. In the event of a permanent absence, as determined by the Executive Committee, the President-elect shall become President of Career and Technical Educators of Idaho, Inc.
3. Represent the Corporation at meetings and on committees as requested by the President and/or Executive Board.
4. Direct the CTEI Leadership Workshop for Division presidents.
5. Serve as CTEI voting delegate to the ACTE House of Delegates.
6. Provide information to the incoming President-elect regarding duties, responsibilities and procedures of that office.
7. Maintain CTEI Procedures Manual.

2. Serve in an advisory capacity to the Corporation.
3. Direct the Nominating Committee. Conduct nominations for officers as detailed in Section 3030.
4. Review the CTEI procedures manual and the CTEI By-laws.
5. Review By-laws of the affiliated Divisions as needed. Divisions shall submit by-laws when revised or every five years.
6. Perform such other duties as the President and/or Executive Board may delegate.
7. Provide information to the new Past President regarding duties, responsibilities and procedures of the office.
8. Maintain CTEI procedures manual.
9. Direct the Finance Committee.

2. Prepare minutes of each meeting of the Executive Board and Executive Committee and send a copy to each member within one month after the meeting.
3. Prepare and distribute to all Executive Board members a detailed roster of all Executive Board members with preferred mailing addresses and telephone numbers. Submit roster to ACTE as requested.
4. May serve as a CTEI representative to the ACTE House of Delegates.
5. Contribute information for newsletters when appropriate.
6. Serve as liaison between CTEI and the Annual Summer Conference Committee.
7. File officer report form with Secretary of State’s office when requested.
8. Coordinate with awards committee in the selection of plaques for awards presented by CTEI.
9. Ensure that each new Executive Board member has complete CTEI Procedures Manual.
10. Perform other duties as delegated by the President and/or Executive Board.

2. Actively solicit membership.
3. Collect all association dues and forward them to the CTEI Financial Chair via appropriate banking procedures.
4. Issue membership cards, to each division membership person at the Annual CTEI Summer Conference, and to fully-paid members promptly after receiving their dues.
5. Properly register members with the American Career and Technical Educators. Check the ACTE register with the CTEI register for accuracy.
6. Chair the Membership Committee, which shall consist of the designated membership chairperson of each affiliated Division and other appointed representatives.
7. Train membership chairperson from each Division.
8. Provide membership information to each Division.

2. Maintain an interest-bearing CTEI account in a financial institution.
3. Receive and disburse the funds of the Corporation in accordance with procedures.
4. Chair the Finance Committee.
a. Assist in the preparation of the proposed budget.
b. Present the proposed budget at Executive Board Meetings.
5. Make available travel reimbursement forms at Executive Board and Executive Committee meetings.
6. Submit a duplicated report, by budget categories, of the Corporation’s finances at Executive Board meetings. In the event an annual meeting is not held, each Division shall receive a copy of the statement no later than September 30.
7. Prepare a tentative budget for summer Conference to be furnished to the Executive Board and Conference Committee.
8. Prepare written post-conference financial report.
9. Prepare and submit Internal Revenue Service reports as required.
10. Prepare and submit yearly incorporation papers.
11. Perform other duties as the President and/or Executive Board may delegate.
12. Maintain CTEI procedures manual.

2. Represent the interests of respective Divisions in meetings of the CTEI Executive Board.
3. Promote advancement of the particular field of service as an integral Division of the Corporation.
4. Encourage activities among members of the Division in the areas of public relations, research, legislation, etc.
5. Keep members of the Division fully informed regarding activities and projects of Career and Technical Educators of Idaho, Inc.
6. Perform special assignments, such as membership promotion in the Division, planning or acting as consultant for Divisional program, or for annual conferences.
7. Attend Executive Board meetings.
8. Send Division directory, including information for CTEI Directory, to the Recording Secretary and Membership chairperson.
9. Notify the CTEI past president of nominations for CTEI office.
10. Send information about Division activities planned for annual Summer Conferences to the Public Relations committee.
11. Maintain CTEI Procedures Manual. Pass on to new Executive Board member.
12. Ensure that Recording Secretary has a copy of Division by-laws, when revised or every five years.
13. May be a member of the Summer Conference Planning Committee.

2. Promote and administer CTEI Awards Program in cooperation with the
Idaho Division of Professional –Technical Education
a. Send information to Division presidents.
b. Prepare certificates as needed and send to CTEI President
for signature.
3. Awards may include, but not be limited to the following:
a. CTEI Professional Meritorious Service*
b. CTEI Teacher-of-the-Year*
c. CTEI Vocational Counselor of Career Educator Award
d. CTEI Vocational Education Recognition*
e. CTEI new Professional

2. CTEI Summer Conference shall be scheduled as an annual event.
3. The Conference Committee will determine the Conference site.
4. The CTEI President and Division presidents may be members of this committee.
5. The CTEI Expo (Trade Show) Chair shall prepare a tentative conference budget to be furnished to the Executive Board and Conference Committee.
6. The CTEI Recording Secretary shall prepare written post-conference minutes.

2. The Executive Committee serves as the oversight body for the Finance Committee.

2. Provide assistance to Divisions and legislative committees in communicating concerns of career-technical educators to the legislature.
3. Keep informed about legislation that impacts career-technical education and communicate with each Division through a periodic release of information.
4. Supply the Public Relations Committee with national legislative information for release in Divisional newsletters and the State Division Newsletter.
5. Develop a legislative network with the Divisions of CTEI and Region V.

2. Promote ACTE/CTEI membership by preparing such items as:
a. Promotional materials for Divisions.
b. Display materials for Divisions at the Annual Summer
Conference.
c. Display for CTEI Conference.
3. Maintain communications about membership with:
a. National Membership Director.
b. Division membership Chairpersons and Region V.
c. Executive Board.
4. Plan and conduct a meeting for all Division Membership Chairpersons at the CTEI Summer Conference.

2. Additional income may be derived from such sources as may be authorized by the CTEI Executive Board, in compliance with the Articles of Incorporation and By-laws.

2. Services performed by ACTE, at the request of CTEI, are authorized expenditures.
3. All expenditures must be clearly and accurately described and must
represent actual money expended on behalf of the Corporation.
a. A voucher must be prepared for each expenditure.
b. Receipts or bills shall be provided as source documents
to substantiate all expenditures.
c. All unusual items or amounts must be fully explained.
4. If a personal automobile is used for Corporation business, the actual amount of mileage driven will be reimbursed at a rate not to exceed the current State rate or the budgeted amount. Car pools and other means to reduce the cost of transportation are encouraged.
5. Travel for official CTEI delegates will be reimbursed at an established rate per trip for State, Regional and National Association conferences. The Executive Board shall establish a per diem rate for food expenditures.

2. The Member shall prepare an expense voucher and attach any receipts/bills to the back of the voucher.
3. These requests shall be evaluated by the Finance Chair to determine if they are within the scope of the budget. If a request appears to be beyond these guidelines, the Finance Chair shall confer with the President to rectify the problem.
4. Finance Chair shall prepare a check to pay the expense and mail it.
5. The Finance Chair shall make the necessary accounting entries.
The bank statement will be reconciled each time it is received by the Finance Chair.

1. Each division shall submit a list of all officers of the Division, including their name, title, address, phone, school and fax if available, to the CTEI office. The Division is responsible to inform the CTEI office of any additions, deletions or alterations during the year of operation.
2. The Division shall submit an annual financial statement to the CTEI office. The statement shall be signed by the officer of the Division currently responsible for the funds of the specific Divisions.
3. If a Division dissolves, all assets, records and information will be turned over to the CTEI office for holding.
4. The Division shall designate an officer to work in cooperation with the CTEI membership chairman or designated individual to collect dues at the annual Summer Conference on behalf of the Division.
5. Division dues collected by CTEI shall be mailed monthly to the division representative responsible for the Division. The Division is responsible to inform CTEI of the designated individual before September 1, of each year. Failure to submit a name will result in no Division memberships being sent.
6. The Division shall submit, to the CTEI office, the institution where the accounts for the Division are currently being held.
7. The Division President or designated individual will be responsible to meet with CTEI leadership when necessary for information and updating related to activities of career-technical education in Idaho.

CRITERIA: To be awarded to a CTEI member for service beyond that expected of a career-technical teacher, teacher educator, career counselor, State professional-technical staff member or career-technical administrator. The nominee generally would have served as an officer in ACTE, CTEI, or one of its Divisions in a leadership role. This individual would have been an active member of the Association for a number of years, encouraging membership of others and helping to improve the image of career-technical education through development of programs, services or communications for students and the public.

CRITERIA:
1. Currently employed as a full-time classroom/laboratory teacher in
a career-technical setting within the past 10 years.
2. Contributions/achievements should have been made within the past
10 years.
3. Nominee shall have been involved in ACTE/CTEI Association activities
at the regional and/or national level.
4. Nominee must have been a member of ACTE and a state/territorial
association for a minimum of the past five consecutive years.
5. Nomination must be sponsored by an ACTE/CTEI member or a Division
affiliated with both.
6. A State nominee selected will be forwarded at a later date to Region
V ACTE for consideration.

CRITERIA: The recipient must have made significant contributions toward innovative, unique, novel programs, improvements, promotion, development and progress toward a comprehensive program of career guidance preparation for career- technical and/or practical arts education.
In addition to significant contribution to their assignment, the individual must have been active in career-technical professional organizations and an active member of the Idaho Career Guidance Association for a period of at least five years.

CRITERIA: The award will be presented to individuals and/or organizations outside the field of career-technical education whose contributions have statewide significance, and whose activities above enabled career education programs to respond more fully to the individual needs of people for assistance in achieving more productive lives.

CRITERIA: Respective service area professional groups shall nominate each individual. Nominees must be active members of ACTE and their respective Divisions.
